
Aliyev Approves Azerbaijani-Russian Agreement to Boost Cargo Transit by North-South Corridor
Azerbaijani President Ilham Aliyev has approved an intergovernmental agreement with Russia on the development of cargo transit by the North-South international transport corridor.
The respective order was published on the Azerbaijani presidential website.
The agreement was signed in Moscow on December 21, 2024.
As the agreement takes effect, the Azerbaijani Digital Development and Transport Ministry will ensure its fulfillment, and the Azerbaijani Foreign Ministry will notify Russia about the completion of domestic procedures necessary for the agreement’s entry into force, the order said.
As reported, the agreement aims to raise the efficiency of transportation and to enhance the potential of the western route of the North-South international transport corridor.
Russia and Azerbaijan will provide unhampered traffic of cargo transiting their territories with due account of the agreement and national laws. Customs control will be based on the agreement, national laws and international treaties involving Moscow and Baku.
The agreement sets the guaranteed amount of cargo to be transported through the Azerbaijani territory each year after an upgrade of railway infrastructure. It will stand at least at 5 million tons from January 1, 2028, and at least 15 million tons after the sides make a respective agreement.
A clause of the agreement regulates compensations between Russian Railways and Azerbaijan Railways should either side fail to meet transit obligations.
