Global Challenges: New Trends and Initiative
The diaspora factor holds significant importance in the modern world, having gained the status of a subject of public diplomacy in the international arena. Even experts consider the diaspora as an integral attribute of the modern world. If, as a result of changes amid global processes and local events, the diaspora becomes a «political tool», this can be detrimental to the preservation of national diversity. This urges us once again to underscore the necessity of properly utilizing and directing the diaspora’s potential, which is a sensitive matter for our national statehood.
At its core, the primary goal of diaspora activity should be the preservation of the language and culture of the ethnic minority it represents. At the international level, it is advisable to develop and implement action plans, programs and measures in collaboration with various diasporas within the context of national and global development.
It is essential to recognize that diaspora activity is voluntary and has a socio-cultural character. If we perceive the diaspora as a means of protecting national interests and identity, its unification under a single central name is not essential. Therefore, it is not essential for a person with a strong national diaspora consciousness to be affiliated with a centralized organization. If a migrant has developed a “diaspora consciousness,” they will integrate into the society in which they live while preserving their national characteristics and language and representing their homeland. This approach is far more effective than a few individuals gathering under an organization or congress and holding events only on special occasions.
The Ideological Foundation of the Azerbaijani Diaspora
The historical foundation for the unification of Azerbaijani diaspora organizations and individual representatives of our nation scattered across different countries for a common cause begins with Heydar Aliyev (1993–2003). Following the national leader, President Ilham Aliyev, in his address to the Azerbaijanis of the whole world conveyed very important thoughts: “I believe that in these historic times, when the ideals of an independent and free Azerbaijan, which we have long aspired to and struggled for, are being realized, our compatriots living in every corner of the world will work with even greater determination to fully achieve our national goals. I firmly declare that Azerbaijan’s state independence is eternal, and no force can turn us away from this path. I call on all of you to stand in solidarity and national unity for the further strengthening of a free, independent, and democratic Azerbaijani state.” This statement highlights the logical continuation of a successful diaspora policy founded by a great leader. Our state understands that one of the key factors for success in foreign policy is the development of the diaspora and the encouragement of its expansion. The importance of diaspora activities, which all countries pay close attention to, is also a priority for the Azerbaijani state.
Proposals and Recommendations
In today’s rapidly changing world, it is necessary to review and clarify the legal responsibilities and functions of the Ministry of Foreign Affairs and t the State Committee for Diaspora Affairs. It would be more effective for the Ministry, given its foreign representations, to play a direct role in organizational matters and the appointment of diaspora leaders. Meanwhile, the Committee should focus on supporting their development by providing recommendations, proposals, programs, and materials relevant to planned events. Incentive measures should be implemented to actively engage Azerbaijani families living abroad in diaspora activities. Furthermore, efforts should be made considering the public origins, demographic situation, migration reasons, and employment activities of diaspora members. In this regard, the Committee should implement the following measures:
- Developing a media strategy for diaspora activities and establishing a unified media platform.
- Organizing meetings with diaspora representatives specialized in the media sector and forming journalist groups.
- Considering modern challenges, establishing “Social Media Marketing” and “Blogger” groups.
Developing lobbying activities is crucial for Azerbaijan’s socio-cultural, economic, and political interests abroad. To this end, creating a lobbying institution, adopting national legislation, and establishing mechanisms for implementing relevant measures would be appropriate. Additionally, to support the development of the Azerbaijani diaspora, strengthening the material and technical base of organizations working in this direction is necessary. This includes providing targeted funding in the form of grants for local, regional, and international projects related to promoting Azerbaijan, as well as supporting theoretical and practical conferences, seminars, symposiums, and other events. In this regard, developing a “Concept of Azerbaijan State-Diaspora Cooperation” and a “State Program for the Implementation of Policies on the Azerbaijani Diaspora” would align with current needs.
Another crucial aspect is that for the comprehensive development of the diaspora, a strategy should be adopted that aligns with the legal frameworks of the host country, the ethnic homeland, and international organizations. Today, rather than focusing solely on regional representation, it is necessary to establish international alliances by participating in global organizations.
An essential task in Azerbaijan’s lobbying efforts is forming an integrated diaspora structure capable of addressing key challenges effectively. This should be evaluated within the context of public relations and from a social identity perspective. Given that this field has become a subject of serious academic research worldwide, it is imperative not only to acknowledge it but also to act strategically and take full advantage of its potential. Additionally, establishing lobbying centers in areas with significant Azerbaijani populations and maximizing the use of mass media and virtual platforms is essential. This includes publishing newspapers, magazines, bulletins, and books, producing radio and television programs, and launching digital platforms. This will not only strengthen the national and cultural unity of Azerbaijanis abroad but also ensure their socio-economic development, the protection of civil rights, the expansion of public and political activities, and the promotion of Azerbaijan’s international image. It is essential to convey Azerbaijan’s just position on the Karabakh issue to the global community by effectively utilizing media and lobbying resources.
In contemporary history, the role of non-state actors and social groups in world politics is increasing, with transnational interactions expanding. Lobbying, as a form of “soft power,” has become an indirect but influential tool for advancing national interests. Therefore, to counter threats and challenges in the ideological information space, a strategy aligned with national goals and priorities must be formulated. In this context, the initiative to hold a Global Diaspora Forum in Azerbaijan would be highly effective.
